Public Administration Review To Publish Special Issue About Sept. 11

Public Administration Review, a scholarly journal edited by The University of Texas at Dallas (UTD) Associate Provost Dr. Larry D. Terry, will publish a special issue later this month reflecting on the events of last Sept. 11 and the evolving role of state, local and federal governments in the aftermath of the terrorist attacks.

The prestigious publication, which addresses issues related to the public sector and public sector management, was brought to UTD by Terry last year. The special issue will include a forward by former President George H.W. Bush and articles by Parris Glendening, governor of Maryland; David Walker, comptroller general for the United States General Accounting Office; and Anthony Lewis, Pulitzer Prize-winning author and former columnist for The New York Times.

Articles will be divided into five categories: Homeland Security: The State and Local Crucible; Public Administration and Civil Liberties; Managing Bureaucracies and Administrative Systems in the Aftermath of 9/11; Organizing for National Security: The Challenge of Bureaucratic Innovation in the War Against Terrorism; and Fundamentals of Terrorism and its Target: Responsible Governance. The issue also will feature a section dedicated to those who died on Sept. 11, including a complete listing of all the victims’ names.

For the special edition, an official unveiling ceremony will be held Friday, Sept. 6, at The George Bush School of Government and Public Service at TexasA&MUniversity, which is covering the publication costs.

Terry, a leading public affairs expert and a professor of public administration in UTD’s School of Social Sciences, has edited Public Administration Review, also known as PAR, since 1999.

“This issue of PAR will address an important topic in the aftermath of Sept. 11 — reevaluating and refocusing the role of state, local and federal government,” Terry said. “This involves focusing on what new democratic governance will mean for civil liberties and how governments should deal with national security in the future.”

The Sept. 6 unveiling, which is being held in conjunction with the Central Texas conference of the American Society of Public Administrators as well as the Texas Certified Public Manager conference, will include a prayer service, lunch and brief lectures by various contributors to the special installment.

PAR, the official journal of the American Society for Public Administration, is the oldest scholarly journal of public administration and is widely recognized as the top periodical in its field. It is published six times per year.
