RICHARDSON,
Texas (Dec. 17, 2003) — Professor L. Douglas Kiel of The University of Texas at Dallas (UTD) will
deliver the keynote address at the 2004 annual meeting of the Texas Association of Mayors, Council
Members and Commissioners, to be held Feb. 6-8 at the San Luis Resort in Galveston.
Approximately 300 mayors and other municipal officials
from throughout Texas are expected to attend the conference. Dr. Kiel, a professor of public
administration and political economy in UTD’s School of Social Sciences, will speak on “Aligning
Organizational Policies and Practices” at the morning general session on the second day of the
conference.
Kiel is a leading author on the application of the
theories of complexity and chaos to management and organizations. He teaches in the areas
of general public management, quality and productivity improvement, change management and performance
measurement/management in government. He has contributed numerous publications to the
field of public administration and authored the book “Managing Chaos and Complexity in Government: A
New Paradigm for Change, Innovation and Organizational Renewal.”
Kiel is involved in several executive education programs
throughout the state. He trains public administrators through the Texas Certified Public Management
program and medical doctors in business management skills through an alliance between UTD and The
University of Texas Southwestern Medical Center at Dallas.
Kiel holds a Ph.D. degree in political science from
the University of Oklahoma and a bachelor’s degree from Austin College in Sherman, Texas.
